arXiv: Legal-R1 posts agentic multi-agent retrieval for evidence-based legal QA

In an arXiv preprint posted October 13, 2026 at 15:59 UTC, Huaiwen Pang and coauthors introduce Legal-R1, an agentic retrieval framework that trains a Lawyer agent to decide when to retrieve statutes or precedents, what to seek, and when evidence is sufficient for Chinese legal question answering. On LexEval and LawBench, an 8B Legal-R1 system scored an overall average of 60.28%, ahead of RAG baselines at the same scale.

Key points

  • Legal-R1 separates Lawyer, Legal Assistant and Judge agents for planning, retrieval and answer generation.arXiv
  • Only the Lawyer agent is post-trained with masked supervised fine-tuning and trajectory-aware reinforcement learning.arXiv
  • Precedent retrieval adds authority-aware and diversity-aware reranking using court level and a Punishment Severity Index.arXiv
  • At 8B parameters, Legal-R1 averaged 60.28% across LexEval and LawBench, beating same-scale RAG baselines.arXiv
  • The knowledge base holds Chinese laws, regulations, judicial interpretations and criminal judgment cases; evaluation uses Chinese legal benchmarks.arXiv
  • Code, model and data are released on GitHub under the Legal-R1 project.arXiv
