ATF finalizes rules implementing the Safe Explosives Act
The Bureau of Alcohol, Tobacco, Firearms and Explosives finalized two 2003 interim final rules implementing the Safe Explosives Act, ending their interim status after two decades. The final rule responded to public comments from 2003, rescinded ATF Ruling 2003-5, clarified when licensees and permittees must report changes in responsible persons and authorized employees, removed identity-verification duties for persons accepting delivery for distributees, and revised exemption language for transporting explosive materials. It took effect October 26, 2026.
