NRC issues direct final rule widening exemptions from nuclear materials licensing

The Nuclear Regulatory Commission issued a direct final rule amending 10 CFR Parts 20, 30, 40, and 70 to widen the circumstances in which byproduct, source, and special nuclear material may be used without a license. The commission described the changes as deregulatory, eliminating licensing for certain material uses and quantities to enable safe, efficient licensing. The rule takes effect December 21, 2026 unless significant adverse comments arrive by November 4.
