California bars use of state-owned property for immigration-enforcement staging or detention

Governor Gavin Newsom signed AB 1807 on September 29, 2026. New Government Code sections 7284.25 and 7284.26 bar the use of state-owned property, including garages, parking lots, state parks and vacant lots, for immigration enforcement, such as staging vehicles or personnel and processing, interviewing, detaining or taking custody of people. Property under an existing state lease and specified Corrections and Caltrans uses are exempt.
