California allows conditional sale of aftermarket emissions parts pending CARB approval

Governor Gavin Newsom signed Senate Bill 1069 (Chapter 244, Statutes of 2026) on September 16, 2026; it takes effect January 1, 2027. The law creates a conditional approval pathway for makers of emissions-related aftermarket parts. Manufacturers that file complete California Air Resources Board executive-order applications, backed by emissions testing and technical documentation, may sell, advertise and install parts while the board completes its review. Conditional approvals last two years; CARB keeps authority to approve or deny the final order.
