California blocks state tidelands infrastructure for new federal offshore oil leases
Governor Gavin Newsom signed AB 1448 on September 29, 2026. The bill amends Public Resources Code section 6245 to bar the State Lands Commission and local trustees from entering new leases or conveyances authorizing new oil and gas infrastructure on tidelands and submerged lands to support Pacific outer continental shelf leases issued after January 1, 2026. Lease renewals tied to such federal leases require an informational agenda item and a 180-day pause before any vote.
