California conditions state funding for recovery housing on Housing First core components
Governor Gavin Newsom signed AB 1556 on September 29, 2026. The law adds Health and Safety Code Division 10.95, under which recovery housing programs must satisfy Housing First core components to receive state funding. Programs must offer substance-use-specific peer support, emphasize abstinence, offer permanent or interim housing, treat relapse alone as not grounds for eviction, and allow prescribed medications including buprenorphine, methadone and naltrexone.
