California counts tribal colleges as part of public higher education
California enacted AB 1641 (Jackson), amending Education Code section 66010 so that tribal colleges and universities located in California and operated by an Indian tribal government count as part of state public higher education. The bill places tribal colleges alongside the California Community Colleges, California State University, and the University of California in statute. Governor Newsom signed the bill on September 25, 2026; it takes effect January 1, 2027, with the definition continuing under a successor provision in 2030.
