California extends CEQA exemption for affordable housing to 2037 and adds public university housing
Governor Gavin Newsom signed AB 1732 on September 29, 2026. It amends Public Resources Code section 21080.40 to extend the CEQA exemption for qualifying affordable housing projects until January 1, 2037, and to expand it to public university and public college housing projects. Projects must meet labor standards, site and location criteria, recorded affordability requirements and, for vacant sites, tribal cultural resource conditions.
