California lets buyers choose private inspectors for factory-built housing and caps local fees
Governor Gavin Newsom signed AB 2058 (Chapter 783, Statutes of 2026) on September 29, 2026. Once the Department of Housing and Community Development adopts regulations, due by January 1, 2029, a first user of factory-built housing may choose a department-supervised quality assurance agency to inspect installation. Local inspection and permitting fees are capped at 50% of nonfactory-built equivalents absent a substantial-evidence cost finding, and inspectors may not disassemble or damage the housing.
