California authorizes workforce-housing infrastructure financing districts
AB 2110, the Workforce Housing Enhanced Infrastructure Financing Act (Chapter 381), signed September 20, lets cities and counties form workforce housing enhanced infrastructure financing districts under an infrastructure financing plan reviewed every ten years. Every financed development must reserve all units for public safety, education, health care, or manufacturing personnel, with at least 70 percent for lower income households. Bonds require a two-thirds vote of district voters.
