California accepts verified e-signatures for mobilehome lien releases from 2028
AB 2174 (Chapter 386), signed September 20, requires the department, beginning January 1, 2028, to accept verified electronic signatures — digital signatures meeting Government Code section 16.5 attributes — on documents releasing or satisfying a legal owner's security interest in manufactured homes, mobilehomes, commercial coaches, truck campers, and floating homes, with the same force as an original signature. The 120-day escrow moratorium on competing title-record amendments is retained.
