California extends rural organic-waste exemptions and credits biomethane
AB 643 (Chapter 358), signed September 20, extends rural exemptions from organic-waste collection and procurement requirements to January 1, 2037, renewable in five-year increments. By January 1, 2027, CalRecycle must let jurisdictions count pipeline biomethane converted from landfill-diverted organic waste toward recovered organic waste procurement targets. The law also expands countable procurement to vermicomposting, mushroom compost, tree-trimming mulch, and limited edible food recovery.
