California widens tied-house shelf-service exception to wine and spirits in containers of 500 milliliters or less
Governor Gavin Newsom signed AB 744 on September 18, 2026, as Chapter 265 of the Statutes of 2026, effective January 1, 2027. It amends Business and Professions Code section 25503.2, the tied-house exception that lets manufacturers and wholesalers stack, rotate, inventory and service their brands at off-sale retail premises with the retailer's permission. The exception, previously limited to beer and single-serve wine and spirits, will cover beer and wine or distilled spirits in containers of 500 milliliters or less.
