California suspends summer-blend gasoline rule and orders fuel spot-market reports
On September 28, 2026, Governor Gavin Newsom suspended California's seasonal summer-blend gasoline requirement for the remainder of the season and directed state agencies to enable winter-blend gasoline to be manufactured, imported, distributed, and sold immediately, exercising authority under SB 237 (Grayson, 2025). He separately directed the California Energy Commission, consulting CARB and the Division of Petroleum Market Oversight, to publish a regular public spot-market report for gasoline and diesel and to collect information on renewable diesel pricing.
