California extends attorney general reviews of immigration detention facilities indefinitely
Governor Gavin Newsom signed SB 1399 on September 29, 2026. It amends Government Code section 12532 to indefinitely extend the Attorney General's reviews of county, local, and private locked detention facilities housing noncitizens for civil immigration proceedings, including facilities holding minors for ORR or ICE. It deletes the inoperative and repeal dates and the apprehension-and-transfer-circumstances requirement, and guarantees the Attorney General full access.
