Governor Gavin Newsom signed SB 96 on September 28, 2026. Effective January 1, 2027, music streaming, podcast streaming, and video streaming services serving California consumers may not transmit commercial advertisements louder than the content they accompany, consistent with FCC regulations under the federal Commercial Advertisement Loudness Mitigation (CALM) Act.
